Evaluation of Technology Policies To Help Lower Emissions of Greenhouse Gases
The goal of this study, completed in 1999, was a clearer understanding of
the effectiveness of policies intended to accelerate the development and
adoption of new technologies for lowering emissions of greenhouse gases.
Exploring the successes and failures of technology policies adopted to address
issues other than climate change or energy policy—for example, the
international competitiveness of the U.S. electronics industry, “dual use”
defense R&D, and other environmental problems—improves our understanding
of which of these approaches may help lower the costs of cutting emissions of
greenhouse gases such as CO2. The study focused on technology
policies––for example, government research or procurement
policies––not on environmental policies, like energy efficiency standards
or carbon taxes.
